What is CTP?
The DCHC MPO and North Carolina Department of Transportation (NCDOT) developed and adopted the Comprehensive Transportation Plan (CTP). The CTP is a long-range, multimodal transportation plan that shows the future plans for the major highways, intersections, bus transit, passenger rail and other transportation facilities. Most importantly, it shows expected new facilities and whether there are planned improvements for current facilities. This information helps citizens and planners know whether to reserve right-of-way for future roadways and passenger rail during the development review process, and how to budget for future facilities.
Adopted CTP
The DCHC MPO Board and North Carolina Board of Transportation adopted the DCHC MPO Comprehensive Transportation Plan (CTP) on May 10, 2017 and August 3, 2017, respectively.

Amendment #5
DCHC MPO intends to amend the Comprehensive Transportation Plan (CTP) to make changes to the multi-use path (MUP), bicycle, and MUP/bicycle grade separation projects in Orange County and Chatham County. These changes are mostly based on updates to local bicycle and pedestrian plans. Durham County changes to these modes will occur in 2023.
The document below provides project maps, tables and problem statements. The interactive map at the top of this web page shows the geography and attribute data of the MUP, bicycle and grade separation projects.
The MPO’s Public Involvement Policy requires that a major amendment to the CTP be released for a minimum of 42 days for public comment. The Amendment #5 schedule is as follows:
- December 14, 2022 - DCHC MPO Board releases Amendment #5 for public input
- January 11, 2023– DCHC MPO Board conducts a public hearing on Amendment #5
- January 25, 2023 – Public involvement period ends
- January 24, 2023 – TC makes a recommendation on Amendment #5
- February 8, 2023 – DCHC MPO Board adopts Amendment #5
- April 2023 – North Carolina Board of Transportation adopts Amendment #5
Background and Report
The DCHC MPO Board released Amendment #4 to the Comprehensive Transportation Plan (CTP) on January 12, 2022 for public comment. The amendment removes the Durham-Orange Light Rail Transit (D-O LRT) alignment and associated rail stops, deletes or modifies several future planned roadway segments, and designates four Transit Emphasis Corridors (TECs) in Durham. The Amendment #4 report is available at the link below – it provides justifications for the proposed changes and tables that list the projects. Schedule
The MPO’s public involvement policy requires that a major amendment to the CTP be released for public input for a minimum of 42 days. The schedule for Amendment #4 was:
- January 12, 2022 – DCHC MPO Board released Amendment #4 for public input
- February 9, 2022 – DCHC MPO Board held public hearing on Amendment #4
- February 22, 2022 – Public involvement period ended
- March 9, 2022 – DCHC MPO Board adopted Amendment #4
Amendment #3
Amendment #3 was suspended. Those CTP changes will be separated into several subsequent CTP amendments.
Amendment #2 – Briggs Avenue Extension (South)
The DCHC MPO Board adopted Amendment #2 to the Comprehensive Transportation Plan (CTP) at their December 9, 2020 meeting. This amendment deletes the Briggs Avenue Extension from the CTP. Note that the proposed deletion is for the Briggs Avenue Extension (south) that is directly south of Riddle Road. No changes are proposed for the Briggs Avenue Extension (north) that is between E. Pettigrew Street and Angier Avenue. The document below serves as the amendment and provides rationale for the change, maps, and updated CTP tables.
Amendment #1 – Farrington Road
The DCHC MPO Board adopted Amendment #1 to the Comprehensive Transportation Plan (CTP) at their September 12, 2018 meeting. The amendment changed the four-lane cross section on Farrington Road, from Falconbridge Extension to Southwest Durham Drive, to a two-lane divided cross-section with bicycle lanes and sidewalks. The document below serves as the amendment and provides rationale for the change, maps and updated CTP tables.
The DCHC MPO and North Carolina Department of Transportation (NCDOT) have developed a draft Comprehensive Transportation Plan (CTP), and the MPO has released the draft for public comment from December 14, 2016 through February 24, 2017. In addition, the MPO compiled all of the comments received during the public input period and provided information on any changes that were made to the draft CTP as a result of a particular comment. The document is available here: CTP – Comments and Responses
Adoption
The DCHC MPO plans to adopt the CTP at the MPO Board meeting on May 10, 2017, Committee Room, 2nd floor of Durham City Hall. The NCDOT Board of Transportation will likely adopt the CTP soon after this date.

The DCHC MPO is developing a Comprehensive Transportation Plan (CTP). A Comprehensive Transportation Plan (CTP) identifies roadway, transit, bicycle and pedestrian improvements that are to be implemented in the future. This planning process and document, which are required by the State of North Carolina, is similar to the recently completed 2040 Metropolitan Transportation Plan (2040 MTP) but actually evaluates transportation needs beyond the year 2040 and is not restricted by expected funding levels (as is the 2040 MTP).
The DCHC MPO plans to develop the CTP, complete the public input process, and adopt a final plan by early 2017. This Web page currently provides information to staff as the plan is developed and will also provide draft documents and participation activities to the public as the process progresses. The schedule and presentation below provide additional details.
This interactive map shows the highway congestion levels, i.e. volume capacity, for the 2040 no-build scenario and has future volume and current daily traffic counts to help evaluate the performance of the these roadways.

The MPO will publish a list of proposed highway, transit, bicycle and pedestrian improvements as a draft CTP in the fall of 2016. At that time, the public will have the opportunity to comment on those projects and participate in related workshops and a hearing.
Draft Deficiency Documents
The Draft Deficiency Analysis identifies transportation facilities that need improvement to handle the current or projected demand, and often models the 2040 population and employment to project future deficiencies. The MPO Board has released the Deficiency Analysis for public input. The first section of the report, which can be found at the links directly below, provides information on the public review period and the means to provide feedback to the MPO.
